The Representative of the African Union Mechanism for Police Cooperation (AFRIPOL);

The Representative of the Bonn International Centre for Conflict Studies (BICC), Germany;

The Representative of the International Criminal Police Organization (INTERPOL);

Representatives of relevant African Union Entities;

Experts from the German Armed Forces Verification Centre;

Senior Officers of the Nigeria Police Force here present;

Distinguished Participants and Facilitators;

Members of the Press;

Ladies and Gentlemen.

It is my singular honour and privilege to welcome you all to Abuja, Nigeria, for the Small Arms and Light Weapons Identification and Tracing (SALW-IT) Simulation Programme.

2. On behalf of the Nigeria Police Force, and indeed the Government and people of the Federal Republic of Nigeria, I extend to every delegation our warmest welcome and profound gratitude for the confidence you have reposed in our country by choosing to convene here.

3. I begin with a note of appreciation. This programme would not have been possible without our esteemed partners – AFRIPOL, the Bonn International Centre for Conflict Studies (BICC), INTERPOL, the relevant African Union entities, and the experts of the German Armed Forces Verification Centre. Your vision, funding and technical expertise are a powerful testament to what multilateral cooperation can achieve when nations unite against a common threat.

4. That threat is clear. The proliferation of small arms and light weapons remains one of the gravest dangers to peace and security across Africa. These weapons do not respect borders. They fuel terrorism, armed banditry, kidnapping, communal conflict and organised crime – from the Sahel and the Lake Chad Basin to every corner of our continent. Nigeria, like many of our sister nations, has borne the human and economic cost of this scourge. We understand – painfully – that no country can win this fight alone.

5. That is why the central objective of this programme is so critical: to strengthen our collective capacity in the identification, marking, registration and tracing of small arms, light weapons and ammunition.

6. A weapon that cannot be traced is a dead end for any investigation.

7. Identification and tracing are not mere technical procedures. They are the foundation of accountability. They are the gateway to intelligence. They are the key that links a recovered weapon to the network, the financier, and the route behind it.

8. I am particularly pleased that this programme places a premium on practical, hands-on learning through simulation. Theory must be matched by practice. The simulation exercises – including the indoor shooting scenarios to be conducted at the Nigeria Police Simulation Centre – will place each participant under realistic conditions that closely mirror the operational realities our officers face daily in the field.

9. To our distinguished participants drawn from Chad, Central African Republic, Mali, Algeria, Côte d’Ivoire, Burkina Faso, Cameroon, Niger, Libya, the Democratic Republic of Congo, the Republic of Congo, and Nigeria — you are the front line of this effort.

10. I urge you to engage fully. Share your experiences openly. Build the professional networks and personal bonds that will outlast this single event. The knowledge you gain here is not for personal decoration. It is a tool to be taken back to your countries, in service to your people and the safety of your communities.

11. I charge you to approach this programme with diligence, curiosity and a spirit of cooperation. Learn from the facilitators, but learn equally from one another. Ask the difficult questions. Challenge assumptions. It is through such honest exchange that we sharpen our capability and close the gaps that illicit traffickers seek to exploit.

12. Let me assure our partners and participants that the Nigeria Police Force remains fully committed — not only to the objectives of this programme, but to the broader regional and continental effort to control the proliferation of small arms and light weapons. We will continue to provide the enabling environment, institutional support and operational cooperation required to sustain the gains of this training.

IGP Disu

13. As I conclude, let us remember this: The true measure of this programme will not be found in certificates or speeches, but in lives protected, and in illicit weapons denied to those who would harm our people.

14. On this note, it is my honour and privilege to formally

15. declare the Small Arms and Light Weapons Identification and Tracing (SALW-IT) Simulation Programme open.

16. I wish you a productive, safe and successful week of learning.

17. Thank you, and God bless you all.

The training, packaged in partnership with the South Korean Police for over thirty operatives of the EFCC, commenced on Tuesday 13 October, 2026 at the EFCC Academy, Karu, Abuja.

The Executive Chairman of the EFCC, Ola Olukoyede, who spoke through the Acting Commandant, EFCC Academy, Assistant Commander of EFCC, ACE1 Joseph Ogwiji, said “the increasing use of digital financial services and virtual assets require investigators to continually develop their knowledge and skills.”

“While these technologies support legitimate economic activity, they can also be exploited to facilitate fraud, transfer criminal proceeds and conceal the identities of those involved. Our response must be informed, technically competent and grounded in lawful investigative procedures.”

He explained that following the trending dimension of cross-border crimes and money laundering, the ability to interpret transaction records, follow funds across different platforms and connect digital evidence to the conduct of individuals under investigation is required for combating all forms of economic and financial crimes across the globe.

The Consul and Police Attaché at the Embassy of the Republic of Korea in Nigeria, Mr Eun-pyo Hong in his remark said the training, which is the first of its kind to be conducted by the Korean Government in Africa, marks the first anniversary of a Memorandum of Understanding (MoU) signed between the EFCC and the Korean National Police Agency (KNPA) on October 2025 in Seoul, South Korea.

“I am especially pleased that our first programme in Africa is taking place here in Nigeria, a leading country in West Africa. And I am also very pleased to start this programme with the EFCC, one of Nigeria’s most respected law-enforcement institutions” he said.

The MoU which was signed by Olukoyede and the Deputy Commissioner General of KNPA, Park Seong-Ju focuses on information exchange, best practices sharing, capacity building, institutional strengthening, research collaboration, asset recovery coordination, public education, mutual support platform, training exchange, international cooperation and flexible expansion.

Woosung Kwon, leader of the Training team from the Korean Police Investigation Academy of the Korean National Police Agency, which includes Inspector Kim Sung Jae, Sergeant Jung Youngmo thanked the EFCC management and the organizing team for their hospitality and cooperation.

According to Kwon, “financial crime is changing fast, criminals now use crypto, cross-chain tools, and the dark web to hide money….. we came to learn from your cases and your experience. Crypto crime has no borders, so our cooperation must have no borders, too.”

He further explained that the training will cover hands-on practice on open source investigation techniques, crypto currency tracing, from finding the first clue to seizing the assets and preparing evidence for court.

The Head, External Cooperation, EFCC, Aliyu Wali in his remark said “as financial crimes increasingly exploit virtual assets and emerging technologies, strengthening the capacity of our investigators to trace, analyse and investigate virtual asset transactions has become imperative. This training will enhance our officers’ technical capabilities and further strengthen our efforts to combat cyber-enabled financial crimes and recover the proceeds of crime.”

Wali, who spoke through Assistant Commander of EFCC, ACE 11 Michael Kayang, further encouraged the participants to take full advantage of the opportunity to engage actively with their Korean colleagues and apply the knowledge acquired to their operational responsibilities.
