ICPC Secures Seven-Year Jail Term Against Former Health Ministry Official Over False Stock Verification

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has secured the conviction of a former Principal Stock Verifier at the Federal Ministry of Health, Mr. Williams Oluwole, for issuing a false stock verification certificate that facilitated the payment of ₦29.9 million for pharmaceutical products that had not been supplied at the time the certificate was issued.

Oluwole was convicted on Tuesday, October 20, 2026, by Honourable Justice Yusuf Halilu of the Federal Capital Territory (FCT) High Court, Maitama, Abuja, following his prosecution by the Commission on a two-count charge bordering on knowingly furnishing false statements in the discharge of his official duties.

The convict, who served as Principal Stock Verifier at the Federal Ministry of Health, was accused of issuing a Stock Verification Certificate of Completion in favour of Mubaraq Pharmacy Limited in May 2015, falsely certifying that certain pharmaceutical products had been supplied when the items had yet to arrive in Nigeria.

During the trial, the prosecution established that Oluwole issued Stock Verification Certificate of Completion No. CA 0329, which facilitated the payment of ₦29,996,120.00 (Twenty-Nine Million, Nine Hundred and Ninety-Six Thousand, One Hundred and Twenty Naira) to Mubaraq Pharmacy Limited for the purported supply of 5,113 Ribavirin injections and 5,681 Globavirin tablets.

The court held that the pharmaceutical products covered by the certificate had not been supplied at the time the convict certified their receipt, thereby creating a false impression that the contractor had fulfilled its contractual obligations and was entitled to payment.

In Count One of Charge No. CR/94/2017, the Commission accused Oluwole of knowingly furnishing a false statement in his capacity as Principal Stock Verifier at the Federal Ministry of Health by issuing the certificate upon which payment was made for the undelivered pharmaceutical products.

The offence was contrary to and punishable under Section 16 of the Corrupt Practices and Other Related Offences Act, 2000.
The second count bordered on making a false statement to the then Permanent Secretary of the Federal Ministry of Health, Mr. Linus Awute, contrary to Section 25(1)(a) of the same Act.

In prosecuting the case, the ICPC, through its counsel, N. J. Onwuka, Esq., who appeared alongside P. N. Emeka, Esq., presented its case against the defendant, who was represented by Abubakar Adamu, Esq.

Delivering judgment, Justice Halilu found Oluwole guilty and sentenced him to seven years’ imprisonment on Count One. The court also imposed a fine of ₦100,000 (One Hundred Thousand Naira) on Count Two.

The trial judge further directed that the convict serve his prison sentence at the Kuje Correctional Centre, Abuja.

The conviction underscores the criminal consequences of falsifying official records and certification documents in public procurement processes, particularly where such documents, and accountability in the management of public resources.

Court Sentences Three Men to Death for Kidnapping Catholic Priests in Adamawa

The High Court of Adamawa State has sentenced three men to death for kidnapping two Catholic priests in February 2025, bringing to seven the number of death sentences reportedly secured by the Department of State Services (DSS) in 2026.

The convicts, Taledo Demiel, Namomai Medan and Mikaila Yusuf, were sentenced on Thursday by Justice Christopher Mapeo after being found guilty of criminal conspiracy to commit kidnapping, conspiracy to commit armed robbery, armed robbery, harbouring kidnapped persons and negotiating to receive ransom.

The case involved the abduction of Reverend Fathers Matthew Dutsemi and Abraham Sauman, according to a report by conflict reporter and counterinsurgency expert Zagazola Makama.

The judgment adds to a series of death sentences reportedly secured in different courts across Nigeria in 2026 in cases involving kidnapping, terrorism, armed violence and the killing of civilians.

On May 20, 2026, an Ekiti State High Court sentenced two men, Ibrahim Abubakar and Abdullahi Abubakar, to death by hanging for kidnapping.

On June 3, a Federal High Court in Abuja sentenced four men to death by hanging for their involvement in the June 2022 massacre of worshippers at St. Francis Catholic Church in Owo, Ondo State.

The four convicts were identified as Idris Abdulmalik Omeiza, Alqasim Idris, Jamiu Abdulmalik and Abdulkareem Idris.

On June 15, a Katsina State High Court sentenced Hauwa’u Mukhtar, a female arms courier, to death by hanging.

The following day, June 16, a Kogi State High Court sentenced Jibrin Halilu to death by hanging for kidnapping and murdering his neighbour in Obajana, an industrial town in the state.

On June 22, a Sokoto State High Court sentenced three men, namely Muhammed Yusuf Sallau, Jabbi Ahlaji Yale and Kabiru Muhammed, to death by hanging for terrorism and transporting arms.

More recently, on September 28, 2026, a Sokoto State High Court sentenced Ibrahim Usman, popularly known as Dan Iyali, to death by hanging over his involvement in the killing of three kidnapped persons in the state.

The latest judgment highlights ongoing efforts to prosecute serious security-related offences, particularly kidnapping for ransom, which continues to threaten communities and religious institutions in parts of Nigeria.

Intelligence and law enforcement agencies, including the DSS, play roles in investigating security-related offences and supporting prosecutions.

However, death sentences remain subject to applicable legal processes, including any available appeals and constitutional requirements governing their implementation in Nigeria.
