The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has reaffirmed its commitment to a formal partnership with the National Commission for Almajiri and Out-of-School Children Education (NCAOOSE) to strengthen advocacy, prevent corruption, and bolster national efforts aimed at reintegrating millions of vulnerable children into the educational system.
This assurance was given by the ICPC Chairman, Dr. Musa Adamu Aliyu, SAN, when he received the Executive Secretary of NCAOOSE, Dr. Mohammed Sani Idris, and his delegation on a courtesy visit to the Commission’s headquarters in Abuja.
Welcoming the delegation, Dr. Aliyu framed the discussion within the broader context of national survival and leadership continuity, describing NCAOOSE as a critical institution in safeguarding Nigeria’s future. Drawing on his experience as Attorney-General in Jigawa State, he noted that keeping children in school remains a difficult but essential task.
The ICPC boss stressed that children must remain under responsible parental guidance while also receiving quality education to preserve the nation’s future leadership, warning that young persons should not be burdened with responsibilities beyond their years. “The issues raised by the Executive Secretary are not merely administrative; they are fundamental to the preservation of our nation’s future leadership,” Dr. Aliyu stated.
To move beyond rhetoric and into tangible action, Dr. Aliyu proposed the swift finalisation of a Memorandum of Understanding between the two agencies. This formal instrument, he explained, would provide a robust framework for collaboration, enabling the ICPC to deploy strategic anti-corruption tools such as Corruption Risk Assessment to pre-emptively block financial leakages and enhance transparency within NCAOOSE’s educational intervention frameworks.
He further highlighted the role of the Anti-Corruption Academy of Nigeria in driving behavioural change and building integrity capacity, adding that ICPC would leverage its initiatives to support NCAOOSE in delivering its mandate effectively and transparently. The ICPC Chairman subsequently directed the heads of the Commission’s Public Education, External Cooperation, and the Academy to immediately engage with their NCAOOSE counterparts to identify synergies and advance the proposed partnership.
Earlier in his remarks, Dr. Mohammed Sani Idris painted a stark picture of the national crisis, drawing on UNICEF statistics that place the number of out-of-school children in Nigeria at over 18.3 million. He detailed the plight of Almajiri and other vulnerable children, who are not merely missing an education but are exposed to severe risks including sexual abuse, medical neglect, and other societal dangers.

He lamented the abdication of parental responsibility, stressing that child neglect and street begging stand in direct opposition to both moral imperatives and religious teachings. It is within this context of profound vulnerability, he argued, that a robust partnership with the ICPC becomes indispensable.
Tackling the corruption-related factors that exacerbate the education gap, particularly in advocacy and resource allocation, is crucial to safeguarding this demographic.
Dr. Idris was also candid about the operational hurdles hampering NCAOOSE’s work. Despite operating approximately 200 learning centres and identifying over 700,000 out-of-school children for intervention, the Commission is severely constrained by inadequate funding, a lack of office infrastructure, and an insufficient fleet of operational vehicles. He stressed that to scale its impact and meet the vast need, substantially increased financial backing is non-negotiable.
In a direct appeal, he called on Dr. Aliyu to leverage his office to advocate for improved budgetary support for NCAOOSE from the relevant authorities responsible for funding Ministries, Departments and Agencies.
The meeting concluded with both agencies expressing a firm commitment to sustained collaboration. The shared vision is clear: to forge a unified front that promotes transparency, protects the nation’s most vulnerable children, and confronts the systemic drivers perpetuating the out-of-school children phenomenon in Nigeria.

Akwa Ibom governor Eno visits multi-faceted CSS farms, to strengthen agricultural collaboration. In a move to deepen agricultural development collaboration and strengthen food security initiatives, Akwa Ibom State Governor, Pastor Umo Eno, on Friday, February 27, paid a working visit to CSS Farms in Gora, Nasarawa State.
The Governor was accompanied by the Secretary to the State Government, Prince Enobong Uwah; Commissioner for Agriculture, Dr. Offiong Offor; Commissioner for Works, Prof. Eno Ibanga; Commissioner for Finance, Mr. Emem Bob, Commissioner for Information, Hon. Aniekan Umanah ; Managing Director of AKICORP, Pastor ImohAbasi Jacob; and other senior officials from the Agricultural Investment Department.

ICPC celebrates outgoing director of POCD – Barr Grace Agha-Ibe fsi at retirement. The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has honoured Barr. Grace Agha-Ibe, fsi, as she retired from her position as Director, Proceeds of Crime Department (POCD), describing her exit as glorious and well-deserved after 24 years of dedicated service to the Commission.
The event, which also marked her birthday, was organised by the Special Services Department in recognition of her immense contributions to the Commission and the department where she spent a significant part of her career. Colleagues, friends and well-wishers gathered to celebrate what many described as a career defined by discipline, integrity and mentorship.
Serving as Master of Ceremonies, Mrs. Phoebe Eke welcomed guests and paid glowing tribute to the retiring Director. She highlighted Barr. Agha-Ibe’s strong teaching skills, discipline and unwavering commitment to ensuring that every officer who worked with her experienced growth, improvement and professional satisfaction.
In his welcome address, Director of SSD, Prince Hassan Mohammed, said the department was celebrating “a great individual whose career is fulfilled.” He noted that she was bowing out gloriously and that the department considered it a duty to honour her for her invaluable contributions to its growth and development.
According to him, the blueprint she left behind continues to sustain the department’s progress. He added that retirement offers new opportunities to serve the nation in different capacities and expressed confidence that her future testimonies would remain a beacon of hope. He also appreciated members of the planning committee for organising the event.
Delivering a goodwill message, Acting Director, POCD, Mr George Lawal, described the occasion as a truly wonderful day. Having known her for 24 years, he summarised her personality in two words — “firm and fair.” He prayed that God would reward her for her years of service and mentorship and expressed hope that everyone present would one day experience such a remarkable and honourable exit.
Speaking at the ceremony, a senior officer of the Commission,Mr. Umar Babangida, who had not worked directly with her, recalled how she once handled a challenging matter with exceptional fairness and justice, an experience he said left a lasting impression on him.
Other colleagues spoke in similar vein. Mr. Dozie Ihezue described her as hardworking and meticulous, noting that her work ethic was difficult to match, even though she readily acknowledged and rewarded genuine effort.
Acting Head of FID, Mr. Joshua Wakili, characterised her as tough yet deeply instructive, saying there was always a learning opportunity in every situation under her leadership. He described her as an expert administrator who constantly pursued perfection and imparted knowledge selflessly.
Mrs Kemi Bamigbe described her as a no-nonsense leader with high standards, explaining that while tough moments were inevitable, they were driven by her insistence on thoroughness and excellence.
Mrs. Alice Bolarinwa acknowledged that while opinions about her disposition sometimes differed, her ability to mentor and run a tight ship shaped her career significantly. She added that Barr. Agha-Ibe was compassionate and deeply caring toward committed staff, and that she would be greatly missed.
Mr Nonso Asiwa noted that she had no issues with anyone willing to work, adding that those who got close to her often discovered a different perspective from outside perceptions. He commended her passion for excellence and prayed for greater accomplishments in the next phase of her life.
Mr Deolu Okunoren thanked the SSD for organising the ceremony and acknowledged the efforts of Prince Hassan Mohammed in making it a reality. He described the retiring Director as a mother and mentor who treated everyone as family, built a closely bonded team and demonstrated strong understanding of public service, integrity and goal-driven leadership.
Ms Favour Ubani also congratulated her, praising her discernment, attention to detail, consistent advice and genuine concern for subordinates, while reminiscing on their shared moments.
In her vote of thanks, Barr. Grace Agha-Ibe expressed profound gratitude for what she described as an incredible and overwhelming gesture. She said SSD remains one great family and that she would always consider herself a member.
She admitted that the emotional nature of the event moved her to tears, revealing that behind her stern façade lies a deeply emotional person shaped by life’s demands to be tough in order to achieve objectives without fail.

Reflecting on her 24-year journey, she attributed her achievements to God’s grace, recalling how she had travelled across the length and breadth of the country by road and air and had always been divinely protected.
She encouraged staff to remain focused on the primary reason for being in the Commission — work — assuring them that diligence and perseverance would always be recognised and rewarded in due time.
She urged them not to grumble or be discouraged in challenging seasons, emphasising that God’s timing is always the best. “Your time will come,” she assured, encouraging them to remain steadfast in faith and committed to excellence.
Concluding her remarks, she expressed deep affection for her colleagues, urging them to stay in touch and move forward positively.
She affirmed her intention to continue contributing her quota to national development, even in retirement, noting that there remains much work to be done for the nation.

Governor Alex Otti of Abia has said that the Economic and Financial Crimes Commission (EFCC) is investigating the alleged misappropriation of N10 billion purportedly spent for a non-existent Abia Airport by the previous administration.
Mr Otti disclosed this on Friday night during February media chat, saying that the commission was still inviting individuals who received the funds into their accounts.
He explained that his administration had petitioned EFCC regarding the alleged looted funds meant for the project.
He expressed the confidence that the money would be recovered, saying that the people involved would return the funds “at the appropriate time”.
A forensic audit revealed that N10 billion, allocated for the airport project by Okezie Ikpeazu’s government, was misappropriated.
The audit report further disclosed that the funds were transferred to 32 different accounts.
Mr Otti said that his administration was focused on recovering the looted funds to ensure good governance and development in Abia.
He said, “We are still on it and I’m sure that at the appropriate time they will bring back the money.”

The governor also announced subsidised fares for the recently launched Electric Bus Services on two major routes in the state.
According to him, commuters will henceforth pay N800 from Umuahia to Aba, while from Umuahia to Ohafia will cost N1,000.
“It is going to be cheap and organised in such a way that cash will not be accepted.
“You have to pay with your ATM card, because we need to move up the ladder in our digital transformation, that’s where the world is going,” Mr Otti said.
The free bus service, which had endured from December 2025, when the bus was launched, will end on February 28.
