ICPC Chairman Urges Collective Action To Scale Up Integrity, Anti-Corruption Efforts In Africa

The Chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), Dr. Musa Adamu Aliyu, SAN, has called for stronger collaboration among governments, anti-corruption agencies, civil society, the private sector, the media and citizens for the promotion of integrity and strengthening the anti-corruption efforts across Africa.

Dr. Aliyu made the call in a goodwill message delivered at the commemoration of the African Union Anti-Corruption Day held at the Shehu Musa Yar’Adua Centre, Abuja, with the theme, “Scaling Up the Promotion of Integrity and Anti-Corruption Actions Across Africa.”

The ICPC Chairman said the theme reflects Africa’s collective aspiration to build a continent where integrity, transparency, accountability and the rule of law remain the foundation for sustainable development, democratic governance and economic growth.

He noted that recent findings from the 2025 Commonwealth Africa Anti-Corruption Centre (CAACC) study underscored the urgency of strengthening integrity systems, revealing that 80 per cent of respondents across fourteen African countries believe corruption occurs always or often, while lack of integrity was identified as one of the leading drivers of corruption.

“These findings remind us that promoting integrity is not merely aspirational; it is an evidence-based imperative,” Dr. Aliyu stated.

Dr. Aliyu stressed that the Commission continues to discharge its mandate through prevention, enforcement and public education, while collaborating with Ministries, Departments and Agencies (MDAs) and other stakeholders to strengthen institutional integrity and eliminate opportunities for corruption.

He further highlighted the Commission’s commitment to nurturing integrity among young people through initiatives such as the National Youth Service Corps (NYSC) Anti-Corruption Lectures, Integrity Clubs in secondary schools, and partnerships with the Nigerian Law School and universities to integrate anti-corruption education into legal training.

The ICPC Chairman observed that these initiatives align with the CAACC study, which identified public education, awareness, and school anti-corruption clubs as the most effective preventive measures against corruption.

Delivering the keynote address, the Attorney-General of the Federation and Minister of Justice, Prince Lateef Fagbemi, SAN, represented by Director of the Solicitors Department in the Federal Ministry of Justice, Mrs. Gladys Odegbaro described corruption as a major development challenge that deprives governments of resources needed for infrastructure, healthcare, education, food security and social protection, while weakening democratic institutions, fueling insecurity and eroding citizens’ trust in government.

He stressed that “The antidote to corruption is integrity. Integrity is the foundation of good governance and the cornerstone of public confidence in governance,” adding that the Federal Government, under the leadership of President Bola Ahmed Tinubu, GCFR, remains committed to strengthening public institutions, enhancing transparency and accountability, improving inter-agency collaboration, modernising the criminal justice system and deploying technology to reduce opportunities for corruption in public service delivery.

Earlier in her welcome address, the Head of the Technical Unit on Governance and Anti-Corruption Reforms (TUGAR), Mrs. Jane Onwumere, said the commemoration marks the adoption of the African Union Convention on Preventing and Combating Corruption and provides an opportunity for stakeholders to reaffirm their collective commitment to strengthening integrity and improving the lives of Nigerians and Africans.

She noted that this year’s theme underscores that the responsibility for promoting integrity extends beyond governments and anti-corruption agencies to every sector of society through strong institutions and robust accountability mechanisms.

The event also featured goodwill messages from representatives of agencies like the Code of Conduct Bureau (CCB), the Public Complaints Commission (PCC), the Rule of Law and Anti-Corruption (RoLAC) Programme, and the Centre for Democracy and Development (CDD), amongst others.

Highlights of the commemoration included a panel discussion on the theme, “Scaling Up the Promotion of Integrity and Anti-Corruption Actions Across Africa,” as well as a paper presentation titled, “The Whistleblower and Witness Protection Bill: Where Are We?” delivered by the Executive Director of the African Parliamentarians Against Corruption (APNAC), Mr. Ashley Emenike.

Update: 10 Major Nigerian Air Force Crashes Since 1980

A Nigerian Air Force plane carrying 25 military and civilian passengers crashed in southwestern Ondo state on Monday, killing all on board.

Here are some major air crashes involving the Air Force in Africa’s most populous nation, which has one of the strongest militaries on the continent.

1980
A Fokker F27 aircraft travelling from Lagos to the neighbouring island nation of Sao Tome crashed in Forcados in southern Delta state on May 26, killing all 30 people aboard. It was carrying a Nigerian delegation comprising government officials, army officers and journalists when it came down.

1992
A Lockheed C-130H Hercules transport plane crashed and killed all 159 passengers aboard in Ejigbo, Lagos, shortly after taking off from Lagos airport on September 26. Most of the passengers were military officers.

1997
A Dornier Do 128 plane used for training crashed and killed all three officials on it about three kilometres from the runway of the Kaduna airport on February 24.

2000
All six people on a Dornier Do 128 plane were killed when it crashed while approaching the runway at the Warri airport in oil-rich Delta state on October 26.

2006
An 18-seater Dornier 228 military transport plane carrying 15 senior army officers and three crew members crashed in Benue State on September 17. Three people survived the crash.

2015
A Dornier 228 plane went out of control shortly after taking off from a military air base in Kaduna and crashed into a house in a military cantonment, killing all the seven aboard.

2019
An attack helicopter providing support for troops fighting a jihadist insurgency in northeastern Nigeria crashed and killed all five people on board on January 2.

A Beechcraft King Air crashed in bad weather in May while trying to land at northern Kaduna state airport. All 11 people on board, including Lieutenant General Ibrahim Attahiru, then commander of the country’s army, died in the crash.

Youths Protest, Women Block Military Vehicle Over Reported Troop Withdrawal in Zamfara

Residents of Bindin town in Maru Local Government Area of Zamfara State have staged a protest, with hundreds of women in hijabs blocking an armoured personnel carrier from leaving the community following the withdrawal of troops after a deadly bandit attack.

Online media gathered that the protest erupted after bandits loyal to notorious kingpin Kachalla Gwaska Dankarami attacked Bindin and Gobirawar Chali communities on Monday, killing at least nine security personnel and an unspecified number of civilians.

Conflict reporter Bakatsine who shared photos from the protest wrote, “Residents of Bindin in Maru LGA of Zamfara State have taken to the streets to protest the reported plan to withdraw security personnel from the area after nine security officers were killed in the community days ago.”

According to Bakatsine, the “residents say pulling out the personnel could leave Bindin and nearby communities even more vulnerable to attacks”.

“They are calling for the security presence to remain, amid fears that the situation could worsen if the area is left without adequate protection,” he added.

Similarly, a video shared on X by Open-Source Intelligence (OSINT) analyst, Usman, on Wednesday evening, shows soldiers attempting to address a large crowd of protesters, predominantly women in hijabs, who had surrounded their armoured vehicle to prevent them from leaving the town.

“Thousands of women in hijabs have blocked an army convoy from leaving Bingi town in Bungudu LGA of Zamfara State. Locals are saying the army has been ordered to pull out of the town. The town’s survival in this area depends on the presence of the army. This is Arewa in 2026,” Usman wrote.

The development highlights the worsening security situation in Zamfara State, where bandit groups have continued to operate with relative impunity despite military operations in the region.

Efforts to speak with the Defence headquarters on the alleged withdrawal of the troops in the communities were unsuccessful as the Director of Defence Information, Major General Samaila Uba, did not take his calls as of the time of filing this report.

Similarly, Lt Col Anele Appolonia, Acting Director of Army Public Relations, was unavailable when contacted.

The protest underscores the growing desperation of communities in Nigeria’s northwest, where residents increasingly rely on military presence for survival amid relentless bandit attacks.
