Bureau of Public Procurement (BPP) trains 8,000 procurement officers, warns against misconduct. He warned that any officer found guilty of procurement misconduct would face prosecution or posting out.

The director-general of the Bureau of Public Procurement (BPP), Adebowale Adedokun, said that the agency had trained no fewer than 8,000 procurement officers to ensure transparency, accountability, and value for money in procurement processes.

Mr Adedokun disclosed this at the 2025 Mandatory Continuous Public Procurement Capacity Development Training Programme for the Batch B 300 participants in Port Harcourt on Monday.

The DG commended President Bola Tinubu for approving the new policies and reforms in BPP that could enable the agency to carry out a procurement system that would benefit the country.

Mr Adedokun stated that the agency was committed to implementing and improving procurement systems for Nigerians’ benefit.

According to him, the BPP is building on previous administrations’ foundation, strengthening the system, addressing loopholes, and closing corrupt tendency gaps.

He noted that a national framework on career development was planned which requires procurement officers to show proof of self-development and good practices annually.

Mr Adedokun mentioned that the agency had been monitoring procurement activities in collaboration with the national team, civil society, and professional bodies to study individuals with impeccable integrity.

“We ensure procurement audits are done, and procurement is carried out openly through entity bidding. Our next target is to sanction any MDA, officer, or individual contravening the law.

“We have also introduced reforms, including revised procurement thresholds, Standard Bidding Documents, and an upgraded Procurement Manual,” he said.
He highlighted that the electronic submissions would be mandatory from March 1.

Mr Adedokun warned that any officer found guilty of procurement misconduct would face prosecution or posting out.

The DG urged participants to engage seriously with the training, carry out all the directives given to them at the course of the training.
He mentioned that any participation that failed to reach the 60 per cent pass mark after the final examination would not be certified.

The former director-general of the Bureau of Public Procurement, Emeka Ezeh, also urged participants to become ambassadors of procurement reform and transparency.

Mr Ezeh, who is the chairman, Civil Service Commission FCT,  expressed his support for the current BPP director-general, stating that he needs the participants’ backing to drive reforms in the procurement sector.

The former DG, who is also the keynote speaker at the occasion, stressed on the need for Nigerians to support the BPP reforms to ensure that all the 300 participants got fired with enthusiasm and commitment to do things right in their offices after their training.

He emphasised on the importance of digital transformation in enhancing transparency and reducing human interference in decision-making.

“The digital connection is the way the whole world is going, where you reduce human interference in decision making. That makes it easier and transparent,” he said.
Mr Ezeh appealed to Nigerian leaders to support the BPP’s efforts, stating that when the Bureau says no, it’s not against anyone, but a commitment to getting things done right.

He noted that the president had given his full support to the BPP, and any opposition to the Bureau’s efforts would be against the President’s wishes.

Mr Ezeh urged the participants to form a critical mass of future leaders that would drive the procurement system forward.

In his remark, the managing director of the Niger Delta Development Commission (NDDC), Samuel Ogbuku, said that the agency had embraced digital transformation to boost transparency and efficiency in its operations.

Mr Ogbuku stated that the commission was working to automate all departments and train staff to be information technology service compliant, aligning with the federal government’s directive to digitalise operations.
The NDDC MD emphasised that digitalisation would enhance transparency, making it easier for the public to track the commission’s activities.

“When files are on the screen, I always have a feeling that this is where corruption comes from. But once things are digital, it’s easier for people outside to check what the institution is doing. For us, that’s transparency.

“The commission has already initiated the digitalization process, setting up a project verification and payment committee to verify projects and capture them in a digitized database for e-payments, this will be fully implemented by March,” he stated.

Brazil Fines TikTok $30m Over Failure to Implement Child Safety

Brazil’s data protection agency on Tuesday fined TikTok nearly $30 million for failing to implement child safety measures in what it said was a “powerful signal” to social media companies.

Brazil has taken a tough stance on the regulation of social media platforms, cracking down on disinformation and requiring users under 16 years to have their accounts linked to those of their parents.

An enforcement director with the ANPD data protection agency, Fabricio Lopes, told a press conference that TikTok “was not taking the necessary measures to prevent adolescents from accessing the platform and from having the data of these children and adolescents processed.”

This data was “being used to offer advertising to adolescents.”

He said the fine of 153.7m reais ($29.9 million) was a “powerful signal to other platforms regarding how seriously the ANPD takes this work” and that the agency hoped they “get the message.”

TikTok agreed last week to pay $400m to settle a lawsuit with the US Department of Justice over claims that the video-sharing platform collected children’s personal data without parental permission.

– Tougher enforcement –
This month, the ANPD also ordered popular streaming platform Discord to suspend livestreams and video calls after a teenage girl was allegedly encouraged to take her own life during a broadcast.

The agency told AFP that an appeal filed by Discord on Monday against the suspension is under review.

ANPD director Lorena Coutinho said the agency had, last week, initiated proceedings to verify the compliance of 22 social media networks and platforms with a law passed this year to protect children and teens online.

In addition to the fine, the ANPD ordered TikTok parent company ByteDance to delete data collected in violation of regulations.

Coutinho said TikTok had committed to suspend all adverts for users who are not logged in.

TikTok has committed to “implementing a compliance plan to improve the protection of children and adolescents,” the ANPD said.

The platform will be required to automatically apply stricter privacy settings to accounts belonging to children under the age of 16, strengthen parental supervision systems, and implement stricter content filters.

TikTok did not immediately respond to requests for comment from AFP.

In 2024, the platform X was blocked for 40 days in Brazil, until the social media network owned by the world’s richest person, Elon Musk, complied with the Supreme Court’s orders to remove accounts spreading disinformation.

Umahi Leads the Way as Tinubu Orders Immediate Action on Benin-Agbor-Asaba Road Intervention

David Umahi, CON, has moved swiftly to address the worsening condition of the Ifaki-Kabba-Ado Ekiti road in Ekiti and Kogi States, and Benin-Agbor-Asaba Roads following President Bola Ahmed Tinubu’s directive for urgent intervention to ease the hardship being faced by motorists and commuters.

Umahi, who expressed deep concern over the deplorable condition of the road and the suffering of road users who have spent hours and, in some cases, days on the route, said the Federal Government was determined to take immediate corrective measures while working towards permanent solutions.

“President Tinubu, GCFR, has directed the Federal Ministry of Works to urgently intervene and ensure that necessary corrective actions are taken to restore movement on the affected roads as quickly as possible.” Said Umahi

The Minister, in response to the directive, has already set machinery in motion for immediate action.

As part of the intervention, Umahi directed the Minister of State for Works to lead a team of ministry officials to the Ifaki-Kabba-Ado Ekiti axis to assess the situation and commence urgent remedial works.

The assignment is already on as of 10 a.m. on Tuesday, August 25, 2026, with officials of the Ministry on the ground to begin the intervention.

While the intervention team moved into Ekiti and Kogi States, Umahi himself headed to Benin, Edo State, alongside members of the National Assembly Works Committees, to initiate a similar coordinated intervention on the Benin-Agbor-Asaba road.

The Benin meeting is expected to bring together key stakeholders, including representatives of the Edo and Delta State Governments and the Niger Delta Development Commission (NDDC), with the aim of finding immediate solutions to the challenges confronting motorists on the strategic corridor.

Umahi also took responsibility for the unfortunate situation on the affected roads and apologised to commuters who have been stranded or delayed for several hours and days.
